I think the store premises itself is 4 stars. But the general quality of items is more 2 to 3 stars. If you like the act of sifting through junk for treasures (and have time), this place is for you.

price for japan surplus bike is unreasonable. However household items have quality and price is quite reasonable. Staff is very accomodating.
Nice treasure trove of second hand items! And, best thing is you can haggle for a better price! I've gotten discounts buying kennels and used beddings for my dogs. Since it's is a Japanese surplus practically everything is made in Japan or used by a Japanese family. They have furniture, plates, pottery, glassware, shoes, bags, bicycles, figurines abs all sorts of crazy things. If you have time to browse through stuff and don't mind it if there is no AC, you should drop by.
It can be a hit or miss. It's a sea of ceramic cups so if you're looking for tea sets or mugs you'll be happy. Most everything else is old and unkempt, with little effort in refurbishing or making them more presentable.
