Philippines Airlines Check In

After two years of living and working in the Philippines, and using PAL innumerable times, I thought I might have a break--I was wrong. I was allowed two 23kg bags for my international flight to the US. My bags were only 1kg over each but they demanded that I take out the 2 kg. After going to the side and putting items into my carry-on, they accepted my checked bags. However, they then demanded to weigh my carry-on bag. This is not a normal practice. Most airlines only demand that the carry-ons are within the proper size dimensions. My carry-on bag was 7kg over and for this, THEY CHARGED ME 9,000 PESOS. My bags were heavy because I was taking back souvenirs from here--for example--a marble vase from Romblon. PAL' s policy should be on a sliding scale. They shouldn't just hit you with a massive charge for being a bit over the weight.
