I had originally booked an online appointment to LTO Kapitolyo. Unfortunately, the place was closed for some undisclosed reason (maybe lockdown again?). The LTO staff outside the compound directed me to go to this branch. I got here at around 9am. I came prepared. I already had my Smoke Emission Tests done a couple days before. I already had my CTPL. All I needed to do was to submit them and wait for my turn to pay. The queue for the submission of requirements was okay. 5mins. But the waiting time for the processing, payment and release was ridiculous! By the time my number was called it was already 1:50pm!!!!! I do not want to blame the staff. I'm pretty sure they already have too much on their plate. Also, they were all polite and cordial. So hats off to them. However, the place is small and not equipped to accommodate a huge crowd of people who need their services.

Comparing to other LTOs outside malls, this one is quite efficient and comfortable- with chairs for waiting and also air conditioned. They call you via microphone speaker when its your turn. Only downside I did not like is that the assistance guy in front, originally took my notarized document and scanned copy and when I got back with filled out forms, he said he did not have it. Good thing I had duplicate of it to manage. But a tip to ensure be careful when surrending your documents- better to keep with you or ask what is the purpose of surrendering.

LTO processes in general are out dated and too many lapses and process steps that delay the processing of car registration renewal. Frustrating to enumerate. This branch has helpful staff. They practice basic quarantine protocol, social distancing and flag non-compliance.
Services here are fast and they are keeping to Covid-19 recommended regulations. The sad part is no enough ventilation in the open waiting hall.
Many people even if we are in pandemic, no social distancing.
