As of this time (MGCQ), the Cathedral is still open and allows church goers to come in and attend mass. Social distancing is implemented like only 4 people in a row even if you are a family. No face mask No entry implemented and a temperature check in entrances. Cathedral masses are also live in facebook.

I think that Cebú cathedral is one of the best places to visit. I loved the cleanliness and whiteness of the facade against the grey, grey skies. The staff taking care of it where very helpful and nice and I was able to make as many photos as I wanted (just outside!!). If you are in the city, you have to take a look at it.
