If you visit this park, it's like an ordinary park but it has a great historical value to the entire Samar Island. See the Obelisk situated at the center of the park plus other recreational activities at the other side. You'll also see the Samar Capitol Building which is the seat of the provincial government.

The most visited park in the City of Catbalogan but is managed by the provincial government. Due to the size, environment and easy access to foodstands, people of different ages (but are mostly millennials) gather here in groups and spend quality time together either to talk on things or to play sports such as volleyball, rollerskate, and even dance such as sumba and sometimes holds events as well. The place is not usually clean though there are sweepers who picks up the trash people leave in the park. The problem is still management, maintenance, and enforcement of the ordinances/laws on cleanliness and sanitation. You'll find trash everywhere you go and most of these are found near foodstands. Sometimes you'll wonder why people are so lazy to throw their garbage just about anywhere even if trashcans are available nearby. This always brings frustration, disappointment and in extend disgust from others. There are street children here and are for some people who had encountered, annoying and had caused some trouble with local park patrons. This raises the question of the whereabouts of these children's parents and scrutiny from local governments actions on these people in the street. Generally, much of the features before in the park were either broken, vandalized, stolen, which left the park in a poor but not in a bad state. Much is yet to improve.
