The International Center for Innovation, Transformation and Excellence in Governance is a membership-based, non-profit organization that was founded in August 2005 and registered in January 2006 with the Philippines Securities and Exchange Commission. Its 10 founding members served cabinet-level positions in the Gloria Macapagal Arroyo administration and resigned in July 2005 in response to allegations of electoral fraud in 2004 presidential elections. INCITEGov began as a venue for democratic leaders in key government and civil society positions who, upon serving and crossing over from public service to private enterprise and vice versa, remained committed to strengthening democracy in the Philippines. Today, it serves as an institutional nucleus for a reform-centered democratic movement in the Philippines. INCITEGov aims to develop and operationalize a policy agenda that links democratic politics, good governance, and development outcomes in critical reform areas.
