Slightly better than your average steakhouse. The food is great, the servings fair, the price is acceptable and the steak they serve is delicious, and is certainly fulfilling. The venue seems notable to have plenty of seats so it should be fairly easy to dine in even on a busy weekend. It also has a side that faces the bay, so you'll be able to have a nice view of the sunset or the fireworks at night. If you're looking for a steak fix after a long shopping spree, or after watching an event on the nearby Arena or the theatre, Highlands is a good place to have your dinner.
